It's a turbo fan, it bolts over the front wheel, back in the 80's it was used a lot on race cars to help cool down brakes and to help with aerodynamics. Mine are just for fun. I had these made by a guy in Belgium. https://www.facebook.com/Dlngdesigns/ if you want to see what he does.
