Turbo front amber signal light only works as turn signal

So I have a 951.
The front passenger side amber light (under the headlight) does not turn on when the headlight switch is in position 1. (The driver side one does)
At first I thought the bulb was just blown but it works (blinks) when I hit the turn signal lever to indicate right.
Any ideas?

the bulb that is in here has two filaments. One is burnt out bro
EDIT: damn you Spencer. I'm sitting here tracing wiring diagrams on my desk at work, only to re-read his post and see it's the bumper light he's talking about, not the fender LOL. I'm looking at the diagram going, the side marker isn't supposed to blink.

Yep, if any running light/turn signal, on a given side of the car, goes out, all of the running lights also go out on that side, including the rear tail light, until the bad bulb is replaced with a good bulb.
