Emissions with test pipe?

Here in California, my car passed the functional test, but failed the visual. So ultimately the car failed (oem modified) and I must install a cat with no dollar limits.

Haha well... in CO, we shoulden't even be required to have a test done because we have held nonattainment area status forever. (well maybe not forever but...) When had my emissons checked, the guy didn't even look under the car etc. Just the pipe sniffer and that was basically it. So it seems like it will pass no problem except for the visual part?

The Denver Metro area has a different test than CO Springs, I believe. Here, the car is tested on a dyno up to 60 mph or so. They don't do much if any visual, but that may be due to the quality of the help and not the test requirements. The guys that run the E-test aren't too focused.
