Default Help with low boost

(Apologies for posting twice: I had this under the wrong thread)
Looking for suggestions before we pull the turbo. The car is only making .3-.4 bar even with the wastegate disabled (which should take all the electronic stuff out of the equation). The shop pressure-tested the hoses, etc. inspected the testpipe and down pipe for any blockage, and has run out of ideas other than a bad turbo or possibly collapsed cross-over pipe in some place they couldn't see. Turbo doesn't have any play in it or friction, but apparently that doesn't always mean anything.
Any of you wrenchheads have ideas?

How was the wastegate "disabled"? If it's still in place but with the air signal line is clamped off, that doesn't eliminate wastegate issues like the wastegate valve being stuck open.

They just said they had wedged it shut somehow, not sure how

Find out. I don't know how you'd "wedge" it shut without pulling the exhaust off (which maybe they did).

I agree. Have them or even you feel the wastegate exhaust pipe while idling to ensure your wastegate is shut. Also make sure they remove the recirc valve and physically check it out, pressure testing the intake tract won't show a problem with this.

Any other details on your car? is it stock? Did the problem just suddenly show up?

They did have the wastegate off, and the testpipe, which had rusted badly , was replaced
