How would you know that the holes are filled with oil? That's a pretty big assumption on your part (at least in my case), especially since the head was removed each time, and was flipped over to clean machine surface (which obviously lets any oil pour out).
Also the cam housing was flipped over, lifters removed, to get any excess oil out before reinstallation.

Your correct, that was an assumption on my part.
I have been repairing these cars for at least 15 years and cannot ever remember having a cam housing bolt hole strip out of a head just because. It's always due to some other circumstance ie, oil in the hole, over-torquing, cross thread etc.
Since the subject was re-torquing the cylinder head, I did make the assumption that your example was related.

I can see your point, since the thread was retorqueing....
And your point could and should be something that it mentioned since the oil in the hole will cause a problem for sure...
