Sagging window switch panels

Default Sagging window switch panels

My window switch panels have the bottom screws in, but it sags because I assume there was supposed to be something at the top of the opening for the top clips to latch onto. Looks like mine are missing, or are they just supposed to clip into the door card? Either way they don't hold at all and the panel sags.

Any tips on getting the window switch panel to stay up?

Remove the door panel and fiberglass the area where the clips are supposed to fit. Sand the back side so the f/g will adhere.
