I would agree with that. My machinist guy bolted a head on and measured the bores for me, and didn't find a reason for a deck plate. He was considering machining one prior to doing our decked blocks.

I can't say whether he's found differing measurements or just very cautious. I'm happy if we don't need to make and use one. I'll speak to the guys doing the job for us to get their take, but thanks for that info Michael and Sid.
