Default GTX3071 with custom mount
The guys at CEP just got slammed with work from race season.

Is there another shop that can do a custom mount for the GTX3071 without needing the car?

Click the link in my signature. you'll see how to install a GT/GTX turbo.

You don't need a custom mount, just modify your original one.

The Tial mount works for 30r sized turbo IIRC (but not 35r)

Tial or Broadfoot

AFAIK Cep are copies of the Tial design and make a modified version for the GT 35
