I believe that's a 1-way check valve for your vacuum reservoir (for the HVAC system).

One way vacuum valve. Keeps boost out of the HVAC system.

Plenty of options at your local as well, or in the fish aisle at the pet store. And on that subject I have found great silicone vacuum tubing cheap at Petco, 25' for under $5. I have been using it for some time with no issues. Some nice t-pieces as well.
