Cam timing question.

Cam timing question.
Towards solving my problem posted earlier about popping, backfiring, and general rough running after startup ( after a significant time sitting and rebuilding about everything above the block), I triple checked my timing today.
Here's the basic question, is there any way to f up the timing I haven't thought of?
Engine is at TDC confirmed using the dowel in #1 cylinder method.
Cam gear is at TDC mark (actual just a hair before TDC-- if TDC is at 2, mark is at 1:59)
Both balance shaft marks are at TDC
Due to being old and not having eyes on stalks, I couldn't confirm TDC at either the bell housing or the flywheel, but that is redundant to the #1 at TDC, right?
Can I be reasonable assured I have the cam timing correct?

Yes, should be good. It is easy to get a tooth off (8 degrees) however using a dowel in #1 but do not think that would account for your symptoms you posted earlier. The balance shafts have no effect on timing.
