I would say that IF IN FACT the fuse box was to be sold complete as shown, yet delivered otherwise; it points to the character of the seller.
And there is no "his side of the story"
This is lack of integrity, plain and simple.
And, society is far to lenient to this kind of behaviour.
"Give the guy a chance; maybe there's an explanation"
That's crap.
It seems like in our modern society there is less and less weight put on: "I do what I say, and say what I do"
Anyway, if the OP has had many successful online transactions, he should consider himself lucky; and this situation is bound to happen sooner or later.
Ya take your lumps and move on.

Having had over 8000 transactions on eBay I can tell you that I have seen it all and I am tired of this crap!
