So you think the one that dropped is the correct height and the other three aren't quite in all the way? How does the stroke length/deck height look between the one that dropped and the other three presently?

Good point.

Possibilities:
1. All parts are machined properly, but not installed properly. Block was decked with sleeve(s) not fully seated.
2. Not all sleeves machined to the same install height
3. Not all bores machined for the same install height
4. Mix of 2 & 3.

To know what is going on, you would have to removed the four sleeves, then measure the sleeves and block to see if there was a machineing or installation issue. With any luck, it was an installation or sleeve machineing issue, and new sleeve will resolve the problem.
