Default Low fuel pressure?

I got around to installing a fuel pressure gauge on the rail. The previous owners had installed an adjustable fuel pressure regulator for some reason. The car always smells like it's running rich.

But actually, I'm only getting about 20-25PSI on the fuel rail right now. With the stock regulator, this should be closer to 36PSI correct? I'm running stock injectors but a larger turbo so I wonder if this is leaning out too much. This is why I'm installing the knock counter, air fuel gauge, etc, etc.

But I'm wondering if it's normal to see pressure drop at the end of the rail when the car is running? Should I only measure fuel pressure with the fuel pump on but the engine not running?

Oh, and also, there should be no reason I shouldn't just crank the fuel pressure up to 36PSI right? Those are the stock numbers. It has Autothority chips in it but I can't imagine they want LESS fuel pressure, right?
