Either i've missed something.

Or there's a mouse with fire proof skin holding the turbo back..

I'm not sure if the AFM should flutter (Josh? is this suppose to happen?) I don't think so, because i recall my AFM being not firm but firm enough for the boost to pull it open and it to be slightly open on idle.

Is your car put back together?

Your by pass valve shouldn't open at all, only on vacuum.

Could the wastegate have a bad seating surface causing exhaust pressure to leak by?

Your by pass valve shouldn't open at all, only on vacuum.
Maybe I should test the AFM again to see if the voltage is consistent across the wiper arm range. Or at least find a known working one to test.

Car is still apart, I think I'll leave it that way until I can definitively find why this is happening.

When I pressurize the system from the intercooler inlet with the AFM off, I can hear the bypass valve dump boost at around .5 bar.

The seating surface is clean on the exterior of the wastegate adapter plates.

what by pass valve is it?

if it's a stock bosch on, replace it with a forge 006 or something like it. LR supply good aftermarket ones.

It's the stock bosch version. I'll be putting on a forge in the near future.

I did the pressure test from inside the J-boot this time. In my curiosity, I pulled the ICV hoses from both the IM and the IC pipe. I blew into the IC side while plugging the other. I hear air escaping from under neath the IM, which probably means the valve itself must be shot.

No, the idle control valve. It leaks like a screen door. I'm going to get a replacement and see what the difference is during the pressure test.

i don't think it'll solve your boost issue, but it probably will solve an idle issue if one is existent

If I completely disconnected the hose off the intercooler pipe leading to the idle control valve, it would basically dump a huge amount of boost, right?

Essentially, all the air leaks out of it when you plug the outgoing hose. I would call that a major leak.

I'm slightly confused. Does the valve leak (back into the intake) or the whole unit leak to atmosphere? If it leaks to atmosphere it'll make some sense to no boost.

The valve leaks to atmosphere. I plug one end, and blow into the other, the air escapes to atmosphere. That is a whopper of a hose too, which is way I'm thinking along these lines.
