Another interesting observation. I do a pressure test with the bypass valve installed, it will not pass .65 bar. However, if I plug the bypass valve hose, it will go as high as 1.3 Bar.

I think this may be helpful in this endeavor.

Did you try blowing through the diverter valve? Avoid making this complicated. If its still installed, just suck on the top vacuum port. It should hold vacuum.

It holds some vacuum in the top port, but, if I do the diverter valve test, the valve closes by itself.

If it holds vacuum, the diaphragm is being held up (completing the circuit between the 2 large connections).

Since you have it off the car, blow on one large connection and see if air comes out the other.

I installed the Forge 007p diverter valve, now pulling even better vacuum.

Anyways, now I'm running VERY rich, still no boost, and it backfires quite a bit.

It's beginning to look like the engine is being starved for air.

It's easier to pull the IC pipe. I'd be doing that to see if the turbo moves air. or find a way to see if the turbo moves air.

At Lart's suggestion, I pulled the IC again to check to see if it was clogged somehow. I ran a bunch of carb cleaner through it and tons of oil came pouring out, in addition, I found this little gem inside. It's about 1" across.

Once the intercooler dries out, I'll see if it had any effect.

So, convinced something has to be wrong with my turbo, I pulled it and disassembled it partly. I've got this down to a science now (under 2 hours). Here is what it looks like. The compressor side was also covered in oil.
