Default Boost Logic Billet Diverter valve

I bought one of these diverter valves, and have a question about divertervalves on our cars in general. I was messing with it, making it blow to atmosphere, when I noticed it is not closed at idle. Is the spring too weak, or does the vaccum from the j boot help pull it back down? Last thing I want is this spinning my turbo unnecisarily, and not fully closing at idle.

the valve should be open at idle and closed at low vac/boost...

what he said. if it's closed at idle, theres something wrong.
