What you are calling a restrictor may in fact be a filter which comes with the turbo from Turbonetics. In order to keep the warranty, they want you to use their filter. When I purchased my turbo from Tim @ SFR he said to take it out, but if I had a warranty issue, to put it in before I sent it back to Turbonetics. I have had no problems and love this turbo.
As for the bottom, I made an aluminum adapter plate the same shape as the base you bolt the turbo to. This will seal against the O ring. Then I made a gasket to go between the plate and the bottom of the turbo. Don't use the gaskets you can buy on line. They are too thick and will squish out the side and leak when you torque it down.
