To get a 1050 rpm with just feul is not possible. further more you stated that your turbos spoolup is slow. That is another indication of a vacume leak. Good luck. Just trying to help.

Here's the real problem, the underlying chips:

Noticed that the Porsche TurboCup car with 290bhp uses the same WOT fuel-map as the '86-87 951. Also from the comparisons at Farzaan's Dyno Day, the TurboCup chips gave one of the best results with a wide powerband, not lazy in the low-end with a quick peak and a quick drop-off like the APE chips.
Another interesting thing is that the 24-pin & 28-pin APE Stg.2 chips have completely different fuel maps! Also note that the APE chips dump in twice as much fuel as stock in the mid-range. Sure, if you're going from the stock 12psi boost to 24psi, then that fuel may be appropriate. But at the 15-18psi that most people use, that's just way, way too much fuel.
Dumping in that much fuel also brings on an earlier onset of the 100% duty-cycle limit on the injectors. If your injectors are at 50% duty-cycle @5000rpm under WOT with the stock chips, putting in the APE chips will double that right up to 100%. From that point onwards, you'll get a air-fuel curve that gets leaner and leaner due to the fixed fuel flow, yet air-flow is still increasing.
DanD, you've got our latest GURU version-8b chip coming to update your version-4a one. This one should give you a fairly flat air-fuel curve with your ARC2 set to all zeros across the board. Then you just need to make one-click adjustments here & there on the ARC2 to fine-tune the curve for your particular configuration.
