That's the Linsdey Boost Enhancer, the same as sold at many aftermarket shops. It is exactly as described... "best-bang-for-the-buck". Spools the Turbo much lower in RPM's for early boost, and allows for manually adjustable boost (vice the standard OE preset)

For what it's worth, I have a used Lindsey Boost Enhancer I was going to put on e-bay. If you (or anyone else for that matter) is interested, make me an offer.
I only took it off because I installed the Lindsey waste-gate which doesn't work with the BE.
There are no wear parts so it's as good as new... just cheaper.

You can purchase a pressure relief valve from grainger.com for $6.95 and epoxy a couple of 1/4 inch adapters at each end, then splice the hose coming out of the intercooler tube and just place the unit in betwen the cut, try to set the pressure relief valve at around 10psi and voila!

Well, I would make you an offer, but it'd be a bit of a waste for right now, since I haven't even bought a 951 yet, still haven't found the right one. I'm just checking around right now, getting an idea of what's around for when I do get it.
