EVERY mechanical odometer of this VDO design starts to creep the digit upwards when the FOLLOWING digit gets towards the end of the scale (i.e. 8 or 9) and when the following digit 'rolls-over' to zero, the number to the left sits a little low.
This is perfectly normal, everbody's 944 odometer does this.

This is how VDO odometers work.
Here's mine at all two's...

This is perfect for showing that they're all at the same height when followed by the same digit. I've worked on VDO odometers on Mk 1 Golfs and my 951, and this is simply how they operate.
Go for a ten mile drive, and watch what happens to the digit to the left as each neighbour to its right rolls through 8,9, through the change at 0, and on to 1 and 2.
You haven't noticed it yet, obviously, but this is what they do. -If you REALLY want, I can video mine doing it... so can pretty much anyone with a 944.
