Carbon canister lines (weird) ?

Hey Guys
I must have read 10 -15 threads on deleting these lines that go to and from the carbon canister .. BUT, me being the **** nut job that I am, wanted to keep it all stock....
I just noticed something very weird. I removed the floor board panels from the bottom of the car, and it revealed that the hose that comes from the carbon canister is terminating under the driver's seat ??
Do I have some Mafia set up in my car ?
I thought that the line was supposed to return to the fuel tank?
It seems to in PET ?
Here is a picture below
Is this normal for a 88 TS ?

Does it terminate under the seat ( mid car) and not go back to the gas tank?
