Is this normal?

Please see the picture - is this normal what i marked? It looks like a stripe of metal welded to the firewall. My car had quite nasty accident in the past - is this a remaining of a bad body repair and I should ask to grind this off before painting? Sorry for poor picture...

It looks normal. i've got it on mine.
