free/high flow catalytic converter

I have had my engine rebuilt and at the same time had a few performance parts from Powerhaus installed. Powerhaus recommended a larger Garret Turbo. The shop I am using has had several problems getting it to run at it's full potential. The latest problem is that the full boost is coming on at 4000 RPM, when it was suppose to come on at 3000 RPM.
The latest story from Powerhaus is that did not realize I had a stock exhaust when then recommend this turbo charger and that I need to remove the catalytic converter with a by-pass pipe, that they are willing to provide before I can get any boost at lower RPM.
I had wanted to keep the car street legal since I need to pass an emissions test every 2 years. This means I will have to place the catalytic convert back on the car every 2 years to pass.
Has anyone found a "high flow" or "free flow" catalytic converter for the 944 turbo and would this meet the needs of the turbo charger and still pass the emissions test?

SFR and Lindsey Racing both have 3" Test pipes which have the option for a slip fit cat which can be changed out in about 10 min. You can check their web sites for more info.

I hate finding things like that out, after the fact- you know, after I've paid $2K for a larger turbo, etc... Anyway, I would like to find a free flow cat as well- I think what you would have to do is to get a universal fit one, and weld it into a test pipe of some sort- maybe you could get hte 3" one? I don't know- one thing I DO know is that test pipes are louder than cats, and larger pipes are louder than smaller pipes, so keep in mind....

I've seen some cheap "high-flow" cats in the Jeg's catalog. I recall more than are listed on their web site. For $109.99 you can get a 3" cat.
