That is a good point, if you are off one tooth on the cam belt, it will run but will be down on power.

Fully warmed I get 18 idle 22 to 24 off throttle.

Actually you are making about 21” at idle and almost 27” on deceleration. The Mechanical gauge does not understand that you are at a higher altitude – but the MAP sensor knows!
