I have my filter right by the insanity triple sucker. I have issues with the MAF getting wet if it is raining really heavily and the filter media is soaked. The car runs fine on closed loop but when I get on it it stumbles due to a bad MAF reading. It dries up in about a day if it is parked.

My car ate a bird once.. flew right in front me and got jammed into the inlet pressed right up against the IC didn't realize it until it started to stink up the garage and some feathers made it's way into the engine bay... You'd be surprised how big a bird can fit in there if you hit it at 75 miles/h

I have had some slight hesitations like you describe but also like you only in very heavy rain. But it usually clears up fast and never needed to allow anything to dry.
Never any issues with puddle or anything like that.
