Where there any 951 edition available from different tuners?

being an M3 1st edition owner i know where you are coming from and the answer is NO or I should say not any willing to do the job then or now because the the 944 as a whole was not respected enough at Porsche or the German racing community
but i love my track *** kicker M3 and we have so many tuners to choose from for the BMW
but its not as refined a ride as my 88 Turbo S they travel in 2 different circles

So you need to prove to the government that the 944 chassis can handle the power of an LS1?
Naturally aspirated LS1s, depending on tune, generally make 300-400hp (what do you plan for yours?). Not sure about 944s beyond 300hp, but Porsche built a lot of 924s (remember, 924 + fender flares = 944 ) with bigger and bigger turbochargers, all the way up to the Carrera GTP with 420 horsepower. Probably close enough for government work.

If you can install LS1 to 944, Norweigan laws are very free.No chance here in Finland, because too much CID in those engines
Also no possibility to install to E30 chassies engines you mentioned.

I suppose our "big brother" is concerned of our safety. More free rules and young guys start to install bigger engines into their Rice-Rockets

in 944 world it is 3.0L + 20%, so 3.6L is the max for us. Also power can be increased max 20%, so legal max power is 250hp + 20% = 300hp. But most people does not care of these if engine is more or less original style what comes to visual inspection. LS-series engines are little bit difficult

You figured it out correctly. The biggest engine in 944 world is 3.0L. You can add 20% more volume legally. The most powerful series vechile was 250hp 951. You can add 20% more hp. In certain cases local inspection can demand dyno figures if they feel there is more power. What comes to 2.5L=>3.0L turbo conversions they are not able to find out is there more volume or not, they are not familiar to the differencies of these blocks & heads.16V head is a little bit different story but most likely not a problem. So V8 does not pass visual check, they know these engines are far more bigger than original ones. V8's are allowed if they full fill 20% rule, just give me a 3.6L LS-series engine

Seems like it's always easy to make a car produce less power than it can, for inspection purposes...turbo or not. Why do they even bother?

If displacement is the limiting factor, you want DOHC, not pushrod! 3.6L 32v V8 from the Audi V8. Twin turbocharge that one, you'll have a beast!

I suppose Audi unit would be nice, but most likely it's just too wide. So engine room needs to be modified heavily. Also there is a price factor, even here in Finland we can get LS-series engines far more cheaper price compared to Audi unit. In BMW world here they install BMW V8's to E30 bodies, here's one of the nicest examples.
BMW V8s are very nice though...and the 3.5L M62 would be within the 944's displacement limit as well

DMV is on our case with all this, our DMV doesnt care about engine volume, only power, but the power numbers has to be FACTORY,so we cant detune it.
we found a LS based engine down to 270hp in 4.8liter and 290 in 5.3 alu, that might be doable, especially if we could just find a tuv approved chip, for a turbo S, that would help soooo much!
