Default What am I missing?

I've been wondering what bolts on to the stud shown in the picture. Any help would be appreciated.

Seems like a good spot for some bolt-on horsepower!

seems wrong they would leave a stud exposed for another application...

There are actually two bolts there....the other one still has the piece attached to it. You should have two of these (white arrow)~one more on the exposed bolt....looks like some type of electrode:
