Default car feels sluggish

My car feels sluggish after slow commuting until I run it hard once or twice, then the car feels normal again. Is that normal after putting around at low rpms where i dont see much if any boost for a few hours?

I was just thinking it probably has to do with my plugs being too cool to keep from fouling at low rpm/boost. (BPR8ES)

I'm planning on tracking the car once I get my suspension and a few other small things set up the way I want. I'm also going to try and buy a pickup for some of my commuting soon.
