I just used those little felt-like polishing bits in my Dremel, along with a stick of buffer compound. I also used a sanding bit and paper to grind off some of the casting marks. The flatter you get the surface, the more mirror like it looks when polished. I also tossed all the steel parts in my latest yellow-zinc plating bin to bring them back to life. Probably took me an hour, maybe two total. You'd need a buffer wheel (drill or bend grinder) to do wheels, unless you are really patient with the Dremel.

Yes, it's a chemical process. Most the gold colored stuff under the hood is yellow zinc. If you have a plater nearby, the first few times is euphoric, but it can quickly spiral into a terrible addiction. See, for example:
