I am 99% sure my drivers side fan is toast (blew a fuse and it doesn't spin woo%freely) but want to double check. Without doing some of the more complex clark's tests is there a way I can tell? Running the AC should run both fans right?

Yes, if you turn on the AC both fans should come on.

Make sure that the fan is not touching the housing...that would also cause it to draw some extra current.

so if you start the car cold and the a/c is not on, should only one fan be turning?

No fans should be turning at the time.
