Are there any bench tests (wastegate out of the car) for wastegate function? Would like to determine if it is opening when it should and if it can/will stay open... so expect it's necessary to have specs as well as procedure. Anyone know of the existence of either??? TIA

To test WG you can just use a tire pump or some other means of adding sealed pressure to the fitting. The only thing that happens is the diaphram will leak. You should be able to tell if you can hear it bleeding out other than past the valve guide
I have also made a dual port wastegate using the stock unit if you do a search you should find it. If you are running anything over stock boost levels you will notice a difference as the stock unit starts to bleed by at ~10spi with just the spring.

The best thing is to have a pressure/vacuum tester (like a handpump type) with a gauge and a hose to connect to the top of the wastegate.
Apply pressure and without shims the valve should start to open at 4 psi. It will be fully open (about 13 mm lift) at about 8 to 10 psi. Without applying any more pressure the gauge should continue to read steady and stay there with the valve open (no leaky).

I've done the hand pump thing, had fun watching it and listening to the cool sounds. You can also see how much it opens at each psi. Just remember to clamp the lines on good or else...oops haha don't ask.
