I am trying to remove the larger piece (passenger side) so I can get to the side bumper cap/cover because I need to have it painted and the bolts just seem to loosen to a point and then just spin.

It's something called a "captive fastener" that those bottom bolts go into... It's a little piece of sheet metal that holds a nut - the sheet metal rusts and the nut spins.
The good news, they're just a few bucks from the Porsche dealer and pop right in after you have it out. (Or if you're a cheapskate and have a friend to hold the other side, you can just use a regular nut and washer.)
There are also little self locking nuts on the side studs which are accessible in the trunk side wells.
