timing check issue

Default timing check issue

The car is back together and running after the belt/water pump/PS pump rebuild. Though it starts right up no problem, there is very low power and slightly rough. The belts are definitely too tight(prob #1), I'm not sure if it is off a tooth also. This is where a conventional car would let you rotate the distributor and use a timing gun to tell you where you are.

To figure which way to offset the cam sprocket at TDC, does anyone have any tips? On tear down, with TDC on the crank/OT-flywheel, the CAM was forward 1.5 teeth when the car had mucho power. I set it 1.5 teeth back to make it perfect per CLarks directions. Was this a mistake and the car is just 1.5 forward ? not sure if other cars have this going on or not?
