Or maybe for special options like carphone? Under the center console... the connector that looks like a cable-tv connecter is on a wire that reads "Hirschmann USA" on it... Isn't Hirschmann the OEM for German antennas and stuff? Then there's a telephone wire, a power wire, and some other multipin wire.
The car used to have a mic in the cluster surround... looked kinda aftermarket. It also had a Sony 10 cd changer I just removed.

I had my center console out to remove extra wiring for the cd changer, amp, and sub that I removed when I bought it. My car had nothing under there. Just the wire for the ash tray light.

Or a 68 or any other factory built Porsche for that matter. (I think I covered all the bases), It looks like an old hands free set up with a phone cradle that was probally removed, and the wiring was left behind.
Pull it all out and scrap it.

I've seen photos where the manufacturer/dealer 944 carphone was mounted in place of the armrest, so it makes sense that the wiring would terminate exactly where you found it.
See if you have these option codes:

I forgot to check, but I don't think I have code 195. I know I don't have PCX.
I pulled it all out! Dang, I couldn't believe how much wire I pulled out today. There was wiring for the CD changer, and for this mysterious car phone of yestermillenium. I also found a little control box for the CD changer hidden all the way by the DME (under the passenger wood kickboard). That was fun to pull out.
Thank you everyone - the input was helpful! Ahhh, now there is minimal wiring behind my radio! The console fits down correctly! Everything is nice and tidy

I still don't know what the Hirschmann wire was for so I left it for now. The wire runs up to around the right air vent. Maybe it runs under the a-pillar cover? I'm not sure what it's for but maybe the carphone antenna? There is no carphone antenna on the car... Well anyway I'll pull the a-pillar cover and rear headliner and see what I can find out.
