Default big problem

it all started 2 weeks ago when my car started running ****ty and would occasionally die, my wiring harness was very melted from a small fire a while ago so i changed it , now i got everything together and it wont run at all. after checking everything and remembering this started after running low on gas i took the fuel rail plug off to check for fuel and it was dry. convinced my pump was bad i took it off and bench tested it but it worked! since im this far i figured i would take the filter off and blow through it to make sure its not clogged and its fine. Now im stumped

its all plugged in good, i just checked and i have power at the pump, the pump runs, but nothing at the rail. Is it possible the regulator is stuck open and returning all the gas to the tank?

i got it running today and it turned out to be the regulator. It probably melted internally from the fire
