Many threads on the this topic, consensus seems to be 16-18 at or around sea level. Up here in the Rockies it's more like 12-14.
I would venture to guess if you're seeing 10 at sea level you more than likely have a fairly sizable leak.

I was looking for threads but I could not find a strait answer...But yeah...I guess it does look like I have a leak. Hmm...I just replaced all the vacuum lines so this is going to be interesting. Whats a good way for finding leaks?
