I would give Russell with 951MAXX a shout and see if he can help as "custom" tuning seems to be right up his alley.

i would check your fuel pressure lines, one of mine blew off when doing a run and it made my car run way lean, 15.4 max... here is the article i wrote up on it: http://mavfan72.tripod.com/id14.html also this was a couple years ago, so when i say NOS i mean nitrous etc.

"I am still unsure how you did this big of a project with no wideband, but in anycase you now have accurate a/f (wideband) data and only need to richen it up with what ever you are using as your fuel control. "

Or maybe figure out if anything has changed mechanically to go from mid 12s to 13s.

Although the original turbo did blow up, my mechanic made good on that completely. I'm assumming he re-dyno'd the car after the turbo was replaced.

Other than that nothing else changed to my knowledge...All the work had been done by mechanic and nobody else touched the car...

I was going to suggest taking it back to Rick Deman because that only makes sense (but that seemed obvious).

When Geoffrey said "find out what changed" I assume he meant what is now causing the lean condition. It could be bad fuel filter, failing fuel pump, failing fuel pressure regulator, clogged injectors ... various other problems that now exist that didn't exist before.

What I meant was don't just automatically assume the "lttle black box" is the problem. Too many times I have seen cars with mechanical issues being retuned rather than fixing the mechanical problem. People tend to blame the thing they understand the least about.
