Well, I was pretty sure that my small exhaust leak was causing the boost loss at high rpms but I was wrong!
The problem was the LBE!
97944Turbo was nice enough to send me a Hallman boost controller to try out to see if it changed things. It definitely changed things. With the LBE, boost was falling to 5 psi in most gears. With the Hallman the drop was to only 11 or 12 psi in most gears (just where it should be by most opinions).
I still can't believe that it was the LBE causing problems. I have checked the thing out completely and it still looks brand new. I have no idea what caused it to stop working properly.
The Hallman is here to stay (at least until I finally decide to go to a EBC, ha ha).

I'm glad you got it figured out. It is SO frustrating when you know there is a problem and can't find it, especially when everything you check appears to be right.
