Hello, which way does the idle stabilizer sit (plug in on bottom or top), and also which direction does it flow......from the intake manifold back to the intake or opposite??

There is an arrow cast into the housing that shows airflow direction.
It is designed to allow additional air past the throttle body so air flows from the J-boot to the intake manifold. As it sits in it's bracket, the hoses plug into the bottom and the electrical connector plugs into the top.
If you think you may be having difficulty with yours (i.e. low, rough idle), you can bypass it electrically. The instructions are in Clarks Garage (www.clarks-garage.com) under the idle speed setting instruction. However, the valve can fail open (mine did) so bypassing it electrically can have no effect. You can disconnect and cap off the connections to the intake manifold and hose to the ISV to see if that makes any difference when the ISV is electically bypassed.
