Name that part?
car has been off for about 2 1/2 hours, hear some whinning noise located to this part where my finger is pointing. discounted the wire on the second pic and the noise stop. question what does it do? and what can cause it to stay on after the car being off for 2 1/2 hours? thanks

If you take a pic from the same position as pic 3, but from farther away, you'll get the switch in the pic. It's to the left of your hand. On a really hot day, it'll stay on for a couple minutes, otherwise the minimum is 30 seconds (governed by relay, not the thermoswitch).

If it stays running, the sensor needs replacing.

Always 30 seconds unless you have been on it and the turbo is hot, then longer. The switch is in the fuse pannel and the thermostat is on the tubo coolant pipe near the other side of the throttle body (toward the center of the motor). It has a single wire connector.

Just some clarification:
The turbo cooling pump will run for a minumum of 30 seconds when ever the engine is shut down. This is controlled by the turbo cooling pump relay.
The turbo cooling pump will also run any time the tubo cooling temperature switch is operated. When the temperature switch closes it sends a ground to the relay and the relay turns the pump on.
In your case the problem could be a ground on the wire from the switch to the relay, a bad switch, or a bad relay.
The easiest way to test this circuit is to disconnect the switch, reconnect power to the pump, and then ground the wire from the switch. If the pump runs, then the relay is good. Then, reconnect the switch. If the pump runs the switch is bad. If the pump runs when the switch is disconnected and the switchwire is not grounded, then you have a problem in the wire between the switch and the relay.

Does anyone know the wiring for this? Mine only runs when I have the key in the ignition at the first click. It is a pain having to wait two minutes in the car while the pump runs.
