What can this thing handle? Ive read at sfr 400hp but is that crank, flywheel, or wheels?

bonus question:

It's acutally the other way around. The higher boost you run the smaller a wastegate you need (since most of the exhaust is being pushed through the turbo).

With large engine volume and low boost you need a big wastegate.

With that said, 500 crank hp won't be a problem with a 38mm.

Horse power and waste gates are like apples and tacos.
Waste gates are sensitive to boost pressure not hp. If you are running a 38 mm tial that is set by your boost controller to open at 18 psi, you could be making 350 hp, on a 2.5 lt, or 500 on a 3.0 ltr. It doesn't matter what hp the car is capable of, only that the internals of the wastegate are stout enough to stay closed up until your set boost pressure.

The "tiny" 35mm Tial Hp with 1 bar spring is working just fine for me so the 38 mm will work

That's only one of the two main features of a wastegate.
When it's time to open up it must be able to flow/discharage as much exhaust gases that's needed not to overboost.

Simplified example... A big block V8 running a 8-4-1 manifold with a K26/6. If you want to run that engine with, say, 0.3 bar you would need a massive wastegate.

The Tial 38 will be good for at least 472 RWHP with 1 bar spring.
