Default Dumping boost

Just got my car back together but have discovered that my car is boosting to the 18psi i have set it at then it is dumping boost and dropping from 18 down to 10 psi in one go, no gradual roll off of boost, then picking up again to maybe 12-13psi before changing gear, any ideas how this could be happening and could this be related to me not getting any boost till 4000 rpm??
tia for any help
