Default tension for all belts

i replaced all my belts a little while ago and have a little whine up front, on the front of the motor, more toward the passenger side. the krikit tool gets constant 28 lbs on the balance belt, though, which is what i would have suspected would have caused the whine. i know the timing belt should be at 40 lbs, but what should the power steering and alternator belts be tensioned to?

I have the power steering set at 30lbs and the alternator/ac compressor belt set at 80lbs, but i do remember seeing the manual stating the a/c compressor/alternator belt should be at 9.2 or something (never went back to check).

When the A/C - Alt, and PS belts squeak/whine, does that always mean they are under tensioned, or can they make similar noises from being over tensioned?

Someone correct me on this but off the top of my head I believe the "new" balance shaft belts (part # ending in "04") get tensioned to 35, not 28 and the old ones (part # ending in "02") get tensioned to 28. Maybe this is part of the problem?

belt whine usually comes from being over tensioned, not under.

are you sure?...my belts caught my attention from whine/squeeking, upon inpection I found that they were under tensioned

well yeah, i guess that can be true if theyre way undertensioned - my alternator belt squeaked until i tightened it. but your timing and balance belts won't make noise if theyre undertensioned.
