Default Alternator Regulator Dying?

For the past couple of months my 87 turbo has had voltage issues. It starts just fine and has great voltage (Icesharks ground kit) once its been running for a while, but when I first start the car the voltage is around 10V and then after a minute or so it kicks up to the 13-14V level like it should. This makes me think that the alternator voltage regulator isn't working very well.

I've also noticed some noise from the area, similar to bearing noise. Belts are tight and I've had to retension that belt twice now so I'm assuming that the alternator bearings are going which is putting stain on the belt.

Any thoughts?

If the bearings are making noise its time to replace the alternator.
