Would TPS & Idle cause High CO & HC?

Would TPS & Idle cause High CO & HC?
I want to check with you guys on something before I go to retest for emissions. I failed today with the following numbers:
HC 2.27 Limit 2.00
CO 100.36 Limit 30.00
Now my car had been chugging and popping on decelleration so I know it was rich and my narrow-band O2 sensor seemed to hangout in the rich side and not dither too much. The idle was also high sitting 1050-1100 or so with some bouncing.
Well I adjusted the TPS which was off a good amount and also set the idle to spec 880 with Stabilizer bypassed. The car now idles alot smooter around 900+ and the popping is basicly totally gone, with the narrowband looking alot healthier and dithering where I believe it should. Overall it idles and runs alot smoother than before the test.
So could these two things have caused the numbers above? Namely CO to be soooo high? Just want to make sure and maybe get some insight before I drop another $29 on another inspection.
