Default fuel tank venting

just wondering about the vacum lines here? The unit under rean manifold into water pipe doe both line have vacum all the time.One line goes under throotlebody wich has good vacum but the other one going to diaphram unit drivers side in front of fuse book does not. When i pinch the line to throotle body and then suck on line at diaphram it has a vacum seal. So does this line always have vacum or only at times to vent canister. Just wondering if this could be a vaum leak???

The unit under the intake is a thermal switch that opens at a certain temperature.
