I managed to convert a non airbag signal cluster to an airbag one. I didn't realize they were different, and wanted to delete the cruise control because I don't trust it.
Basically if you have a non airbag cluster you can remove the contact for the horn by removing a snap-ring on pin 70 with a flat blade screwdriver, and then drill new holes for the contact ring.
snap ring is under the foam pad, just peel it back and you can spin the contact around until you can see the open side of the clip by around by prying up the bottom right edge of the contact and rotating it.
How I scribed lines to place the holes for the contact ring. I used a 9/64 drill bit. to make the holes. There is nothing behind the holes there so you can drill without fear of hitting anything important when the drill breaks through.
ring and cluster back on there will be 2 screws without a home due to the shape of the non-airbag signal cluster. The cover doesn't seem to rattle though.
