The car must be under load.. Best way to measure boost is to be in 4th gear, start you pull around 2200-2400rpm then record your RPM when you hit 15psi boost. Of course the tire diameter, gearing, temperature, road incline... all affects it.
The important thing is to maximize the area under the torque curve..
