Anyone run into this issue? Suggestions for resolution?

Is it a post 85.5? If so check the speed sensor connector behind the rear driver side tire on the side of the transaxle. Remove the tire and look straight in near the top of the txle. It is in a spot that gets a lot of dirt and grime.

Yes 1986. Can it be removed and cleaned?

Yes, quite easily, it threads in and out. The mechanism itself may be defective, I am sure some of the real experts can chime in on how to test. But you can clean up the contacts and harness connector and see if that helps. Swapping to fix a problem can get expensive, but the speed sender is not that expensive.
