Can't answer your Time question, but IIRC that tie down is to keep the lower Rad hose from hitting the Pwr Steering pulley.

Sometimes I'll cut down the lower radiator hose connection to the radiator a bit to keep it away from the snout of the PS pulley. I've got a few with rub marks on them.
The one in your pic is date-stamped 79, and the p/n 92810626400 comes up nowhere.
So if that's from your '81, they started adding that 'stop gap' bracket btw at least 79 & 81.
Not sure when it was integrated into the fan shroud.

The hose that came off my 79 had a wear mark. It seems that as the hoses age and soften the movement is greater. The new hose could not possibly hit the pump currently but I did install this lower shroud with bracket onto the 79. Installed the strap and good to go.
My 81 was a real Frankenstein so hard to say what's original and whats not. I just have a fascination with the details like this.
Definitely worth having. Years ago I had forgotten to attach the hose when I replaced it during regular service. When the engine is off it does not appear to interfere with the pullley. However, after a month or so of driving I developed a small leak where the hose had rubbed against the power steering pulley.
There must be just enough vibration while running to cause abrasion.
The 78-79 version of the lower fan shroud is 928 106 262 01, which changed to 928 106 262 02 in '80. I don't know whether this add-on is what's responsible for the supercession, but maybe?
